Luis obtained a B.Sc. (1996) and M.Sc. (2000) in Earth Sciences (Environmental Hydrogeology) from the University of Waterloo, in Canada. He obtained a Ph.D. in 2008 in Civil and Environmental Engineering from Arizona State University.  He has over 20 years of professional experience in Hydrogeology, with emphasis on regional groundwater flow systems and aquifer contamination and remediation systems. Luis is a member of the National Research System of Mexico (SNI-CONACYT) since 2010.

Luis has worked in consulting in Canada at Conestoga Rovers & Associates (1995) and at AMEC Environment & Infrastructure (2011-2012), and in Mexico, in a family owned consulting firm since 1996. He has participated on over a 150 consulting projects, mostly regional hydrogeologic studies (which include well inventories, pump tests, hydrogeochemistry, groundwater flow and modeling) and Phase-I/Phase-II Environmental Site Assessments.

Luis has, among others, 8 peer-review publications and 15 presentations in national and international conferences. He was a part-time professor at the graduate level at the Autonomous University of Querétaro (UAQ) for 8 years and a regular lecturer for continuous education courses from the Faculty of Engineering at UNAM for 10 years. He is a regular peer reviewer for magazines like Environmental Earth Sciences journal. He was a registered as professional geoscientist (P.Geo.) in Ontario and also for sampling hydrocarbon contaminated sites in Mexico.
