Julieta Noguez Monroy received the B.S. degree in Communications and Electronics Engineering from Instituto Politecnico Nacional in 1982, the M.Sc. and the Ph.D. in Computer Science with focus in Artificial Intelligence from Tecnologico de Monterrey in 1998 and 2006, respectively.

She is associated full-time professor of the School of Engineering and Science (EIC) of the Tecnologico de Monterrey since 1995. She is the head of the Cyber-Learning & Data Science Laboratory.  At present, she is member of the research group in Product Innovation into the School of Science and Engineering. She is a member of the Mexican Research National System since 2006, of the Computing Mexican Academy since 2016, and IEEE Computer and Education Societies since 2012.

She has published more than 80 research articles in international journals and conferences. She has supervised 7 PhD dissertations and 12 Master Thesis. She a founder and participant of the Robotic research group at the Tecnológico de Monterrey from 2003-2005. She was the leader and founder of the research group: eLearning research from 2005 to 2014. She was responsible, on the part of Mexico, of the ALFA RexNet-yippee Project (nº AML / B7-311 / 97/0666 / II-0465-FA ) with the European Community and various countries of Latin America 2005-2007. She was institutionally responsible on the part of ITESM-CCM in the project FONCICYT (CONACYT-European Community) 95185 Dynamic Probabilistic Graphical Models and their Applications.
